New Hire Enrollment

You have 31 days from your date of hire to enroll in your City of Phoenix benefits.

Enrolling is easy

Enroll online at your convenience using eCHRIS Self-Service, at any time of day or night:

  1. Logging in:
    • Go to or from a work computer go to and log in.
    • Enter your six-digit employee ID number for your User ID.
    • If you don't have a current password, please call the Help Desk, open 7:00 am to 5:00 pm weekdays, at (602) 534-4357 to request a reset.
  2. Click on the Benefits "tile."
  3. Go to the menu bar and click on Benefits Enrollment in the left navigation.
  4. Follow the on-screen prompts to enroll in your benefits for 2019.

After 2019 Benefits Open Enrollment ends, you cannot change your benefit elections unless you experience a qualifying life event, such as a birth or a marriage.

Making Changes Mid-Year

After this year's 2019 Benefits Open Enrollment ends on November 9, 2018, you may not change or cancel your benefit elections during 2019 unless you experience a qualifying life event. Otherwise, your next opportunity to change your benefits will be the 2020 Benefits Open Enrollment period.

Qualifying life events include but are not limited to:

  • Marriage
  • Divorce
  • Birth or adoption of an eligible child
  • Death of your spouse or covered child
  • Loss or addition of other group coverage
  • Change in your spouse's work status (part-time to full-time or vice versa; taking or returning from an unpaid leave of absence)
  • Change in your work status that affects your benefits
  • You or your covered dependent becomes eligible for and enrolls in Medicare.

What to do if you experience a life event

If you need to make changes to your 2019 benefit elections as a result of a life event, visit the eCHRIS Self-Service website or call the City's Benefits Office at (602) 262-4777. Changes must be made within 31 days of your qualifying life event.
